Artem Khoroshun is a financial and investment professional with more than 12 years of experience. Artem started his career in 2007, and since then he has gained experience in accounting and financial analysis, advising on investments, commercial, economic and financial aspects of corporate and project finance, M&A, and public-private partnership transactions in Ukraine.
He had a chance to work at the top international financial group BNP Paribas Group Cardif, the leading Ukrainian investment bank Millennium Capital, the largest natural gas production company in Ukraine Burisma Holdings, to advise the Ministry of Infrastructure of Ukraine, Ministry of Economy of Ukraine and international financial institutions and organizations. He joined the SPILNO team in 2016.
Artem has supported the Ministry of Infrastructure of Ukraine as a project manager on pilot seaport concessions in Ukraine and airport concession opportunities research.
Working with the Ministry of Infrastructure of Ukraine and International Financial Institutions he gained extensive experience in preparation and implementation of the pilot concession projects on all project preparation stages. He was engaged in coordination and management of project preparation workflow, including planning, feasibility studies development and transactions structuring, coordination of external advisors, state authorities, and enterprises, communication with key stakeholders, scrutinizing all project deliverables, advising key decision-makers on the government side.
Artem also has a valuable experience on the local PPPs. He served as a short-term expert at the "U-LEAD with Europe" program, financed by European donors, implemented by GIZ and Sida, managed by GOPA. U-LEAD assignment involved a full range of advisory services to 6 local authorities in the preparation and implementation of pilot PPPs. As a part of the assignment, he performed due diligence, drafted concept notes, contributed to the feasibility studies by providing financial modeling, market research, risk allocation, and initial transaction structuring, as well as covered financial aspects of the tender documentation, including pre-qualification and selection criteria, requirements to the partners and potential implications in case of default.
Based on the above-mentioned, Artem has an exceptional understanding of issues surrounding PPP development in Ukraine on both central and local levels.
Artem also has a thorough understanding of the key drivers for investors and governments in PPP transactions based on his previous experience in M&A, corporate, and project finance transactions.
He gained considerable experience in identifying, appraising, preparing, and structuring sell-side transactions in agriculture, food processing, equipment manufacturing, and other industries when worked in investment banking. He enriched his experience by working on the buy-side M&A and corporate finance transactions in oil&gas and alternative energy industries.
Hence, Artem combines a range of skills and experiences critical to the success of Ukrainian PPP transactions.
Artem holds a Master's degree in International Economics from the Ukrainian Academy of Foreign Trade. He is CP3P Certified PPP Professionals. Artem is bilingual in Ukrainian and Russian and has fluent English.
