About the APMG PPP Certification Program
The globally recognized PPP qualification framework supported by leading IFIs
The Certified PPP Professional (CP3P) program is the global accreditation framework developed by leading international financial institutions — the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the Islamic Development Bank (IsDB), the Inter-American Development Bank (IDB), and the World Bank Group (WBG) — under the coordination of the Public-Private Infrastructure Advisory Facility (PPIAF) and managed by APMG International.
The program provides a common standard of knowledge on Public–Private Partnerships (PPP) and covers the full project lifecycle — from concept and structuring to implementation and contract management.
It is based on the PPP Certification Guide, a comprehensive reference document endorsed by the IFIs and written by recognized international PPP experts.
The CP3P certification aims to help practitioners acquire practical and theoretical expertise that aligns with international best practices and enhances their career opportunities in infrastructure and investment sectors.
The Three Levels of CP3P Certification:
Foundation
Covers the fundamentals of PPPs, introducing the PPP concept, lifecycle, key principles, and stakeholder roles.
Duration: 22 hours (3 days face-to-face / 5 days virtual)
Format: Multiple-choice exam (50 questions, pass mark 50%)
Note: Passing the Foundation level is mandatory before attempting the Preparation and Execution exams.
Preparation
Focuses on project identification, feasibility, and structuring — from concept screening and risk allocation to procurement planning and evaluation.
Duration: 42–48 hours (7–11 days total)
Format: 4 multiple-choice questions (20 points each, pass mark 50%)
Execution
Covers procurement, negotiation, contract management, and post-award oversight — from tendering and contract execution to project operations and handback.
Duration: 35–48 hours (7–10 days total)
Format: 4 multiple-choice questions (20 points each, pass mark 50%)
Flexible and Accessible Learning
SPILNO delivers CP3P training in online, hybrid, and in-person formats, ensuring flexibility for participants from government, SOEs, and the private sector. Courses are delivered by APMG-accredited trainers using official materials, interactive exercises, and case studies from real Ukrainian PPP and investment projects. All materials and examinations are available in English and Ukrainian.

The program is conducted in collaboration with K-Infra, an Accredited Training Organization of APMG International, with over 4,500 trained professionals worldwide — including specialists from the World Bank, EBRD, and more than 30 governments.
