The Foundation level is the first step of the Certified PPP Professional (CP3P) program, developed by APMG International and leading international financial institutions. This cohort is delivered by SPILNO Advisory in partnership with K-Infra.

Course overview

The CP3P Foundation level provides a solid understanding of PPP concepts, principles, lifecycle stages and stakeholder roles as described in the PPP Certification Guide. This December 2026 cohort is delivered by SPILNO in partnership with K-Infra and adapted to the Ukrainian legal and institutional context.

By the end of the course, participants will be able to explain why and when PPPs are used, identify key decision points across the PPP lifecycle, and recognize the fundamentals of value-for-money, affordability, and risk allocation.

Frequently Asked Questions

Who should attend?

Public officials, SOE teams, advisors and private sector professionals who are starting or formalizing their PPP knowledge. No prior PPP experience is required for the Foundation level.

Do I need prior experience or a specific background?

No. The Foundation level covers the PPP concept, lifecycle and core principles from the ground up and prepares you for the CP3P Foundation exam.

In what language is the course delivered? Are materials available in English?

The December 2026 cohort is delivered in Ukrainian. We align terminology with the PPP Certification Guide. English materials can be provided on request.

How is the exam organized and when can I take it?

The CP3P Foundation exam is online and proctored by APMG (50 MCQ, 40 minutes, pass mark 50%). You’ll receive an exam voucher and can schedule the exam within the designated time window after the course. Resit options are available under APMG policies.
