    Olvia Seaport Concession
    2016-2021
    A large-scale port concession attracting a long-term international investor. SPILNO provided project management and legal support to the Ministry of Infrastructure, coordinated advisors, and ensured alignment between public and private stakeholders throughout preparation and tendering.
    Secondary Legislation for the Law on State Support of Investment Projects
    2020-2023
    Development of key implementing regulations for the Law on State Support of Investment Projects with Significant Investments. SPILNO participated in drafting bylaws defining requirements for applicants, procedures for state aid calculation, and monitoring mechanisms.
    Kherson Seaport Concession
    2016-2021
