Taras Boichuk

Managing Partner

Taras has over 8 years of professional experience in the field of law. He joined SPILNO as a partner in 2018. Before joining SPILNO Taras worked as a project manager and head of the PPP Project Management Office “SPILNO” under the Ministry of Infrastructure. Taras started his career in 2011 as a lawyer at AGRECA Law Firm.

He specializes in commercial and contract law, investments (including legal structuring and support of PPP arrangements), M&A, legal due diligence, reorganization, and legal support of public sector reforms. He manages and provides legal services to IFIs, Ukrainian public authorities, entrepreneurs and businesses in infrastructure, real estate, and other sectors.

Within his work at PPP Project Management Office “SPILNO” he gained extensive experience in preparation and implementation of the pilot concession projects in the seaport sector (Olvia, Kherson, Chornomorsk Ferry Terminal).

In the context of the pilot concession projects, he has been engaged by MIU to manage and oversee the preparation of the feasibility studies, coordinate the technical/legal/financial advisors engaged by IFC and EBRD, review and comment on all project deliverables, manage project preparation issues and mitigate risks, communicate project expectations to all stakeholders (state enterprises, trade unions, local municipalities), provide all necessary support to the tender commissions, prepare drafts of all necessary procedural documents, review tender documentation.

Taras is experienced in PPP transaction advisory to U-LEAD program, where he managed preparation of 6 regional pilot PPPs. As part of this assignment he performed due diligence, developed pre-feasibility studies, feasibility studies as well as tender documentation.

Taras is also actively involved in support of Ukrainian reforms. He works on the development and improvement of the PPP legal framework.

Taras has been engaged by the Ministry of Economic Development and Trade and the Ministry of Infrastructure, to work on the Draft Law “On Concession” (#8125). His broad practical experience was a valuable contribution to the new version of the Law on Concessions, Law on Public-Private Partnerships and other PPP legislation (e. g. Draft Laws #8126, 8127, 8128).

After the Draft Law “On Concession” (#8125) was passed the first reading in the Parliament (April 2018), Taras continued his work on the draft law in the Parliament committee. This work resulted in preparation of the Draft Law for the second reading expected in 2019.

Taras holds MBA from the Business School MIM-Kyiv and Master of Law from Taras Shevchenko National University of Kyiv. In addition, he was one of the first in Ukraine who passed APMG Certified PPP Professional (CP3P) Foundation Exam.
