Julia Karpenko

Julia has over 12 years of professional experience in the field of law. She joined SPILNO as a partner in 2019. Before joining SPILNO Julia worked as a legal associate of the PPP Project Management Office “SPILNO” under the Ministry of Infrastructure. Julia started her career in 2008 as a lawyer at AGRECA Law Firm.

Working at the Ministry of Infrastructure she gained an extensive experience in preparation and implementation of the pilot concession projects in the seaport sector on all project preparation stages. She was engaged in coordination and management of project preparation workflow, including planning, feasibility studies development and transactions structuring, coordination of external advisors, state authorities and enterprises, communication with key stakeholders, scrutinizing all project deliverables, advising to key decision-makers on the government side.

Julia also has a valuable experience on the local PPPs. She served as a short-term expert at “U-LEAD with Europe” program, financed by European donors, implemented by GIZ and Sida, managed by GOPA. U-LEAD assignment involved full range of advisory services to 6 local authorities in preparation and implementation of pilot PPPs. As a part of the assignment she performed due diligence, drafted concept notes, contributed to the feasibility studies, risk allocation and initial transaction structuring, as well as covered legal aspects of the tender documentation preparation.

Based on the above-mentioned, Julia has an exceptional understanding of issues surrounding PPP development in Ukraine on both central and local levels.

Hence, Julia combines a range of skills and experience critical to the success of Ukrainian PPP transactions.
Julia holds LL.M. from the Hamburg University, Hamburg (Germany). She also was among the first to pass APMG Certified PPP Professional (CP3P) Foundation Exam in Ukraine. Julia is bilingual in Ukrainian and Russian, and has fluent English.
